Regional Cinema as a Tool in Creating a Cultural IdentityAbstract: The article examines the factors that influenced the development of regional cinema in modern Russia, and the definition of the role that it plays in creating a cultural identity. The growth of interest to national cultures began back in the 1980s and 1990s because of both, global trends (glocalization and widespread of postcolonial theories), and local – associated with the collapse of the USSR. However, as a component of state cultural policy, support for regional cinema has become one of the priorities only in the last couple of years. Independent cinema, which has appeared over the past 20–30 years, was initiated by a powerful demand for revival-construction of national cultural identity associated with the collapse of the previously existing ideological, social, and state order. It was shown that the distinctive feature of the films that receive the most recognition is not only and not so much the use of plots "from the life of the region" or original characters, shooting "significant places" of the cultural landscape or voice acting in their native language, but a fundamentally different approach to the goals, objectives, nature of the cinema itself – not as a "mirror", "language", "view", but as a direct and integral expression of an original worldview, tool in ordering life-building and life-creating meanings. This is a fundamentally new approach, not peculiar to the dominant discourse of either Soviet or Perestroika cinema, and associated with the understanding of cinema as a special epistemic system. Films shot from these positions, allow subjects of culture to feel like belonging to a certain whole at the deepest level – the level of structures and processes of perception.
